UPU 150th anniversary: a first update

As anticipated, the list of stamps issued at the occasion of the 150th anniversary of the Universal Postal Union and described in an earlier page was not complete. Very quickly after publication, several collectors provided additional information. Here I have to thank Ali Ahmed Med Achour (Algeria), Enzo Cafaro (Italy), and Tolga Caglayankaya (Netherlands) for some of these additional data.

This complementary list is divided using the same structure as the one provided earlier:

Countries of Type A (Twin [T1], same date, same design), additional countries: Cambodia – Guatemala – Kazakhstan (October 15) – Libya – Nigeria.

Also we have to report an additional product for Indonesia (souvenir sheet, illustration above). Already reported Ukrainian stamps available so far are provided in form of either isolated stamps or miniature sheets of 5 stamps made of a top part with the design and a label with the letter “U” which stands in place of the denomination. In these products, this letter “U” is located on the left side. It appears that in some FDCs, the label bears the letter “U” on the right side. FDCs with left-side positionned letter “U” do exist as well. Mint stamps or miniature sheets with “U” on the right side have not been seen so far. In fact, these Ukrainian products are from private production (personalized stamps), but approved by Ukrainian Post. Also, looking closer to the background of the illustrated part of each stamp, it appears that the miniature sheet shows 6 different designs background, which are different from the stamps in panes or used on FDCs.

New country of Type B (Concerted [C1], different dates, same design): Malta (October 31)

In this series it was also discovered that Mali stamps produced with denomination 200F and 1000F, do exist as miniature sheets of 6 and panes of 20 (French language), also as a postal card, but the 1000F value became also available in 5 additional languages in panes, in souvenir sheet of 6 different stamps, with two different formats ([2×3] and [3×2]), perforated or imperforated. This is obviously expensive material to fool collectors (even if reported as ‘official’, they will never reach postal offices) and as such, they will be reported in italic characters in the catalogue with the mention ‘not recommended to buy’. Just as an additional note, the denomination of 1000 Malian Francs (FCFA) is equivalent today to about € 1.50. Right now, as these stamps are still supposed to be available from the Malian post office (if true), one should not pay more than twice this amount. Otherwise, the terms of “official” or “proof” are just artificial and shortage/rarity is organized by the printer.

New countries of Type C (modified design – only logo [T2], [C2]): Botswana (September 29) – Iraq – Liechtenstein – Netherlands. The information about Liechtenstein and Netherlands stamps is still uncomplete. It seems that these stamps were produced last minute and they are not described with details in the official channel).

Regarding Botswana, the country issued on September 29, 2024 four different zebra stamps in panes and together in a miniature sheet with the four stamps. A fifth stamp became available as part of a souvenir sheet with the UPU logo in the margin. Only this souvenir sheet can be considered as being part of the joint issue.

New country of Type D (different design, but same date [P1]): Seychelles

New country of Type E (different design, different date [N]): Poland (1 stamp, October 30, 2024)

This is a first update, because it is quite clear that more stamps related to this anniversary will be released (or simply discovered), probably even during the year 2025.

Update February 2024

Several new information have been reported over the month of February 2024, some of them even contradicting previously announced issues:

The first and most intriguing is related to the India – Israel joint issue initially scheduled for issue on February 13, 2024. From Uri Barlev (Israel), we learned that everything was prepared by Israel Post Philatelic Service, including printing and cancelling FDCs for release on that date. For some mysterious reason, there was a dispute between Israel and India postal services concerning the date of issue. India Post announced that the issue date would be in the third week of March. Hence, Israel Post withdrew the issue and recalled all distributed material. The Israeli material will be distributed on a new issue date, apparently May 7, 2024, and it is not clear yet if new FDCs will be prepared or the precancelled February ones will be used. No additional information is available from the Indian side.

The April 25th 1974 event was the overthrow of the Estado Novo government in Portugal.  It led to the independence of Angola, Cape Verde, Guinea-Bissau, Mozambique and Sao Tome and Principe.  All those countries could have been part of the joint issue announced by Portugal. Very recently, it was confirmed that only Angola and Cape Verde will join Portugal in this new issue scheduled for April 2024. Exact date is not known yet, but it could indeed be the anniversary date of April 25, 2024.

Stefan Kepic, Slovakia discovered an additional 2022 October 9 World Post Day stamp with identical design issued by Guatemala on February 28, 2023 in miniature sheets of 10 stamps (now reported under [T20221009]).

Ehsan Mehmood (Pakistan) reported information about products linking Belarus and Pakistan celebrating the 30th anniversary of their relationship. Pakistan issued a stamp on February 3, 2024 while Belarus issued a postal stationery (cover) on March 1, 2024 with first day cancellation on March 4, 2024. Designs are different and there is no hint from both postal administrations that these products have been created jointly. Therefore and unfortunately we cannot recognize them as joint.

During the year 2023, PostEurop celebrated its 30th anniversary. Some countries had issued during the year stamps using an identical logo provided by PostEurop. Information was collected about such issues but we had to come to the conclusion that the countries having celebrated with stamps this anniversary have not done it in a coordinated way and therefore all these stamps cannot be considered as joint. For those still interested in these stamps, here is a list of countries having participated during the year 2023: Azerbaijan (July 10), Bulgaria (September 12), the Faroe Islands (October 23, logo on a stamp showing waterlilies), Kazakhstan (November 20), Moldova (May 20) and Serbia (September 5). The Isle of Man (July 5) added this logo on a their 2023 Europa stamp, while Poland (December 1) and Romania (August 31) have both issued a postal stationary. This list may not be complete and any additional information is welcome.

December 2023 update

Over the past weeks a series of new information could be gathered. Let us start first with the announcement of issues that could be released during the year 2024 out of different national philatelic programs. In most of the cases, there is not yet a confirmation from the counterpart country (Most information provided by Kenneth Sequeira, Singapore):

  • Croatia and Germany on October 10, 2024
  • Romania will issue together with Israel (April), Morocco (May) and India (September 2024). Note that the expected issue related to the anniversary of the death of Eugene Ionescu (1909-1994) involving France, Moldova and Monaco, does not appear in this official Romanian list for 2024
  • The 2024 UPU anniversary omnibus series (scheduled October 9, 2024) is growing every week and the present list of countries that have announced their participation includes already: Belarus – Belgium – Bosnia Herzegovina (Bosnia) – Croatia – Czech Republic – Germany – Greece – Guernsey – Hungary – Latvia – Lithuania – Moldova – Slovakia – Slovenia
  • At the same time, the South Korea India joint issue initially scheduled to be released on June 28, 2023, then rescheduled for December 8, 2023, was cancelled.

The Guatemala – Israel joint issue announced in a previous blog page was completed with the issue of the Guatemala stamp. Uri Barlev (Israel) could provide the images of the Guatemala stamps also released on the same day of December 12, 2023 with mixed documents, covers and Israel Souvenir Leaf. Apparently, the tab of the Guatemala stamp is provided with each stamp (miniature sheets of 15 stamps with 15 tabs, produced at only 800 samples/12,000 stamps+tabs) while Israel produced stamps in sheetlets of 15 stamps [3×5] with only 3 tabs at the bottom of the sheetlet – printing run unknown).

Also, as a surprise (discovered by Eric Contesse, France), the Australia Vietnam joint issue related to the 50 years of diplomatic relationship, which was removed from the catalogue because considered as a Vietnam unilateral issue, has to be reintegrated. In fact, Australia issued on September 6, 2023 a postal stationery (cover – Postage Paid Envelope PPE) with an indicium corresponding to the Vietnamese stamp. The Vietnamese stamps had been issued on August 27, 2023. The pair of products will be reported as a Concerted issue under the heading [C20230827] as the gap between the two issue dates is higher than one week.

In a same way, the unexpected counterpart from Poland of the Peru stamps (released on December 14, 2023) relative to 100 years of relationships came out as a postal stationery as early as September 27, 2023 (information provided by Jaap Sarelse, the Netherlands). Following a mail exchange with the Polish philatelic department, Jaap received an answer stating that this office does not recognize this issue as a joint issue with Peru. Indeed, the designs of the stamp/indicium are different and only margins, cachet and cancellations show identical design fragments. Unfortunately, on this basis, we cannot consider these two products as part of a joint issue, but only a commemorative issue using common logo. However, one has to admit that by using the same logo and the same illustrated topics, there must have been a start of discussions and collaboration between the two administrations which eventually did not finalize in a common product and event. To avoid recurring questioning, this issue will be described in the catalogue, but in gray color, italic characters under the entry code [N20230927] (non-approved joint issue).

Sri Lanka and Egypt came also together for a joint issue released on December 8, 2023, at the occasion of 66 (!) years of diplomatic relations (first information provided by Med Achour Ali Ahmed, Algeria). Stamps are different, however showing two identical historical monuments, but date of issue is the same.

Correction to be updated in the catalogue: Jaap Sarelse (The Netherlands) provided a copy of the first day cover from Qatar with the stamp issued jointly with Georgia. The official issue date for Qatar is August 27, 2023, which is by far different from the date of issue of Georgia (June 18, 2023), and therefore needs for this issue to be reconsidered as Concerted [C] and not Twin [T] as described up to now in the catalogue.

Jorge Semprun (1923-2011) was honored by two stamps released by France and Spain respectively on November 20, 2023 and November 22, 2023. Both stamps look very similar as rtaken during the same photo shooting session. However none of the two postal administrations consider this issue as joint and no common event, common FDC was organized. The issue will be described in the catalogue but as Not-approved issue, in italics and gray color [N20231120].

Finally, the official issue of the Panama stamp joint with SMOM is December 4, 2023, not December 6 as erroneously reported in the catalogue (Information confirmed by Enzo Cafaro, Italy)

Poland – Slovenia 2023

Poland and Slovenia issued on March 6, 2023 identical stamps honoring Emil Korytko (1813-1839), a Polish ethnographer, exiled in Slovenia where he contributed to the translation of Slovene folk songs. Poland stamps became available in miniature sheets of 8 stamps [4×2] while Slovenia produced miniature sheets of 16 stamps [4×4]. The stamp represents a silhouette of Emil Korytko with handwriting in the background (information was first provided by Janko Stampfl, Slovenia).

Nicolaus Copernicus

The Stamp dedicated to Nicolaus Copernicus on January 29, 2023 by Poland has just to be considered as a lure for joint issue collectors ;-). In the meantime several friends from the Netherlands, Poland, UK and Italy provided information about the issue of the true joint issue related to the 550th anniversary of the birth of the astronomer Nicolaus Copernicus (Mikolaj Kopernik; 1473-1543). Both Poland and the Vatican State will issue on February 27, 2023 a souvenir sheet showing the painting “Conversation with God” (1872) from Jan Matejko (1838-1893) showing the astronomer surrounded by all his tools.

Update: January 2023

Without specific priority, the following descriptions collects information provided by friends since beginning of the year. Many thanks to Enzo Cafaro – Italy, Don Birchel – USA, Wayne Chen – USA, Jaap Sarelse – the Netherlands, Roland Montagne – France, David Dubin – USA, Souvik Ghatak – India, Milan Csaplar – Slovakia and Kenneth Sequeira – Singapore.

In the continuation of the production of Arab countries stamps celebrating the 2022 FIFA soccer worldcup, next to Jordan and Oman (stamps issued on December 18, 2022), we learned that the exact date of issue of the Qatar souvenir sheet was January 17, 2023. Obviously this series is not yet complete.

During the official visit of President of Egypt, Mr. Abdel Fattah El-Sisi to India, a joint stamp on the “75th Anniversary of Diplomatic Relations” (1948-2023) was released in form of a souvenir sheet which theme is rivers, The Ganges (India) and The Nile (Egypt) are represented on the stamps. Release date was January 25, 2023. However, so far, there are no information from the Egyptian side about a similar product. Actually, Egypt had issued on August 18, 2022 and unilateraly, a stamp celebrating this anniversary. Unfortunately, there are great chances that this Indian souvenir sheet remains unilateral as well and just corresponds to the counterpart of the 2022 Egyptian stamp. Therefore, these two items cannot be considered as joint (yet).

Poland issued on January 29, 2023 a stamp dedicated to the 550th birthday of Nicolaus Copernicus. This celebration is still reported in the Vatican philatelic program as joint stamp with Poland, but Vatican State has not released anything so far. So, we need to wait for news from this state before adding this issue in the catalogue. Due to the difference in time for issuing their stamps, this pair can now only become a concerted issue, providing also the design remains the same. If the design is different, then it does not even have a joint character.

Wayne Chen (USA) could announce the publication of his newest article on Crypto stamps, published in Linn’s Stamp News on line on February 4, 2023 (printed form publication date February 20, 2023), which also made the cover story for the monthly version of the magazine. At the end of the article, a list of the stamps mentioned in the article that were issued 2018-2022 is provided for those interested in this new (and expensive) collection. regarding our interests, the mixed cover of the first joint crypto issue (Austria – Netherlands [T20220922] is reproduced. It was provided by Jaap Sarelse (the Netherlands).

A new item from Ecuador associated to the 2022 Ecuador – Mexico joint issue [T20220728] appeared as well, late after the official issue date. A souvenir sheet, vertical form size 65x185mm, without gum and stamp with same denomination ($0.75), numbered at the bottom, but priced $5.00 was released by Ecuador. Exact printing run is unknown, but it seems that 5,000 stamps and 3,500 souvenir sheets became available. This item has been added in the catalogue. Also, it is told that the first day cancellation of the stamp exists only at 30 samples. Ecuador post offices are still under reorganization.

The designs of the 100th anniversary of custom treaty stamps involving Liechtenstein and Switzerland were released. These stamps will be sold from March 29, 2023 on.

In terms of new issues to be added in the list of stamps expected to be released during the years 2023 and 2024, we can mention the following:

  • During the year 2023, Morocco plans an exceptionnally large number of joint issues with Oman (May), Romania (August), UAE (November), Kazakhstan (December) on top of its participation to the Euromed series (July)
  • The Cyprus – Israel joint issue will be released on April 4, 2023 and not in February as earlier mentionned
  • Austria – Germany – Slovakia : May 24, 2024 – Limes Romanus of the Upper Danube

Latest news – December 2022

A series of new information has come to our attention over the recent weeks thanks to Enzo Cafaro (Italy), Don Birschel (USA), Kenneth Sequeira (Singapore), Grzegorz Smialkowski (Poland) and Ali Ahmed Med Achour (Algeria).

The picture of the Argentinian stamps issued jointly with Poland became available. These stamps were issued on November 25, 2022, the same day as the Polish stamps, but it took all this time to get the information. Poland issued stamps in miniature sheets of 4 pairs of se-tenant stamps, while Argentina issued panels of 4 strips of two se-tenant pairs separated by a label showing the logo of the 100th anniversary of the diplomatic relations between both countries.

In a same way, Enzo Cafaro could eventually provide the information about the identical stamp produced by Mexico jointly with the Vatican State. Vatican stamps were released on November 16, 2022 (sheetlets of 10 stamps), but one had to wait until December 12, 2022 to see the Mexican stamp (sheets of 50).

Georgia and Poland have issued joint stamps to honor Georgian Theologian Grigol Peradze (1899-1942) who died in 1942 at the Auschwitz concentration camp. The stamps were released on December 6, 2022, for both countries in miniature sheets of 8 stamps.

Georgia is also involved in a joint issue with Azerbaijan issued on December 7, 2022. This issue is celebrating the 30 years of diplomatic relations between both countries, also in miniature sheets of 8 stamps each.

We found also two new countries to add to the World Postal day series from October 9, 2022, on one side Indonesia (detailed information still missing) and on the other Saudi Arabia which issued 5,000 stamps in miniature sheets of 6. We have now reached 24 participating countries, and the list does not seem complete yet. Presently, it includes: [2022 (October 9)]: Argentina – Belarus – Bosnia Herzegovina – Cambodia – Central African Republic – Colombia () – Croatia – Djibouti – Egypt – Fiji (September 22) – Guinea Bissau – Iraq () – Mexico – Russia (October 7) – Saudi Arabia – Serbia (October 7) – Sierra Leone () – Sri Lanka – Syria – Thailand – Tunisia – Turkey and Venezuela (). Empty brackets need to be filled with the precise dates of issue.

It seems that the Arab Postal Union has agreed to issue a common stamp celebrating the Soccer World Champion Cup in Qatar, based on a Qatari design, but even if this event is reaching its end (December 18, 2022), very little is known about it at this stage. Hopefully moreto say next time.

Among the new series to be released during year 2023 we have to add Cambodia – Korea (South) (February 10), China – Spain (March), India – Korea (South) (July 28), Korea (South) – Switzerland (September 7) and Hungary – Thailand (October 24). Of course, more to come as well.

Finally, I would like also to mention a new address of a blog I came accross while evaluating the new joint Crypto/NFT stamps, namely Bitter Grounds Magazine, written by Catpaw, which gives news about stamps from the year but also some stamp programs for 2023, and provides a weekly newsletter. An interesting source of information. Congratulations to Catpaw.

Monthly news (November 2022)

Additional information related to the World Postal Day issue from October 9, 2022, [B20221009]: two new countries have to be added. First Iraq issued a stamp at a date that still needs to be confirmed, but probably also October 9, 2022. The second one, Venezuela, issued a stamp in miniature sheets of 6 (date of issue and high quality picture are missing). There are high chances that the list of presently 22 countries is still not complete. Additional information is welcome.

Note also that the Mexican stamp has been issued in panes of 50 stamps, but the miniature sheet of 6 stamps that was issued in parallel in fact contains 6 different stamps with heading in 6 different languages. The stamp in the middle of the first row (Spanish language) is the one issued in panes. As in items seen so far a printing number is added at the bottom right of each sheet, it seems that less than 1,000 miniature sheets have been printed.

Extension of the Austria Netherland crypto stamp from September 22, 2022. Another pair of joint crypto stamp was issued on November 22, 2022. This is the gold form of the previously issued crypto stamps, provided each with a 1g golden bar embedded in the card. The denomination is “R” for the Netherlands (999 samples), but “500,00” for the Austrian stamp (499 samples) sold at € 500. It is without saying that except if you are a collector of crypto stamps, we absolutely do not recommend to buy this item as part of the joint issues collection. With this low edition number, it is simply a product to fool collectors and the high price must be considered as a high risk investment. However, the product will be described in the catalogue in italic characters without providing a quotation. (as a reminder, the real value of a 1g bar of gold is estimated today at around €54)

There are still a few joint issues to be released before end of the year. We learned (Enzo Cafaro, Italy) that the Mexico counterpart of the Vatican State stamp already released on November 16, 2022 should become available on December 12, 2022. Enzo provided also first information about a Poland – Argentina joint issue released by Poland on Novemeber 25, 2022, for which we are still missing information from the Argentinian part. The Polish se-tenant stamps represent the Rufous hornero (Furnarius rufus), national bird of Argentina and the Crestet tit (Lophophanes cristatus).

The Catalogue Volume XV has been updated accordingly and the information has been dispatched as usually in Volume I.

Poland Thailand 2022

The 50th anniversary of relationship between Poland and Thailand was celebrated as expected with a joint issue released on November 14, 2022. Both countries produced a similar miniature sheet containing four pairs of identical stamps showing the Palace on the Water in the Royal Łazienki in Warsaw, Poland and the Aisawan Thipphaya-Asana (called the Floating Pavilion) in the Royal Palace complex of Bang Pa-In, Ayutthaya Province, Thailand. Stamps were printed at respectively 120,000 (Poland) and 250,000 (Thailand) pairs.

Croatia – Poland 2021

The Croatian and Polish stamps have been issued on December 2, 2021. Each country issued a pair of se-tenant stamps, in miniature sheets of 4 pairs, chessboard ordered. Poland is also proposing a folder containing one perforated and one non-perforated Polish miniature sheet as well as one Croatian miniature sheet. Due to the very low print runs of these folders, they will not be considered as dedicated products of this joint issue. We are expecting that mixed FDCs will become available.

New issues – December 2021

Enzo Cafaro (Italy) provided also information about two not yet reported joint issues to be released this year, namely Croatia – Poland on December 2, 2021 and Albania – Slovenia on December 22, 2021. More information to come, but in the meantime, here are the first images from the Croatia stamp FDC and the Albania FDC (out of program issue confirmed by Slovenia). Still no news from the announced Albania – Ukraine issue for 2021.
