The Vatican City State, the Italian Republic, the Republic of San Marino, and the Sovereign Military Order of Malta, issued on September 7, 2025, two joint postal issues to celebrate the canonization of Blessed Carlo Acutis and Pier Giorgio Frassati. The four postal entities issued stamps based on the same pictures, on one side a portrait of Pier Giorgio Frassati (1901-1925), by the painter Alberto Falchetti (1878-1951), owned by the Frassati family, on the other one, a photograph of Carlo Acutis (1991-2006), during one of his last school trips before his untimely death. The canonization took place on Sunday, September 7, 2025, in St. Peter’s Square, presided over by Pope Leo XIV. Details about stamps are not yet available, but reproductions were provided by Enzo Cafaro, Italy.
This is a long time announced joint issue, postponed several times, but only recently proven to be part of a twin issue, when the Italian stamps’ designs became available. The stamps involving Slovenia and Italy were originally planned to be issued on April 28, 2024, then postponed to January 25, 2025, before finally being issued on February 6, 2025.
Nova Gorica is a town in western Slovenia, on the border with Italy, created through the 1947 Paris Peace Treaty that established a new border between Yugoslavia and Italy, leaving nearby Gorizia outside the borders of Yugoslavia. Hence, Gorizia is the older part of the city, located now in Italy. Both cities have been designed Capital City of the Culture 2025, celebrated by this joint issue. Both countries have issued a souvenir sheet with two stamps showing each one city with, for Gorizia, an aerial view of the Castle, a fortification dating back to the 9th century, built on the hill overlooking the city, and, for Nova Gorica, the facade of the Palazzo della Stazione, the oldest public building in the city that stands out on Piazza Europa, built in 1906 for military purposes on the Vienna-Trieste railway line.
In the previous 2024 Unilateral Issues page, there was a mention of an Indonesian – Serbia potential issue. The Serbian stamp was issued on November 4, 2024 at the occasion of the 70th anniversary of relationship between both countries (1954-2024). Serbia produced one stamp showing the Yugoslavian ambassador Pavlič handing over letters of credit to President Sukarno in 1954.
The Indonesian stamps eventually were released on December 17, 2024. The two se-tenant stamps show, on the first one, the presidents Sukarno and Tito shaking hands, with a drum, on the second one, flags of both countries. Even if the structure of the miniature sheets are quite similar, the designs and content are completely different. There is no claim of a joint character by either of the postal administrations. From the explanations provided by the Serbian post, there was clearly a collaboration between them and the embassy of the Republic of Indonesia in Belgrade. Also, the postal administrations seems to have found an agreement about general content, selection and distribution of objects, size of stamps and form of the miniature sheet. However, the final items as well as the different dates of issue lead to define these stamps as non-joint and they will be reported in the catalogue under the name [N20241104].
Finally, there is now a very good reason to consider the Italy – Peru stamps as a joint issue. We had to wait until the day of issue of the Italian stamps on January 30, 2025, to confirm that the stamps were identical. The Peruvian stamps had been issued as early as August 29, 2024. without clear information from the Italian post side. This information helped to complete the catalogue, and to file this issue as concerted under the entry name C20240829.
The previous page on Unilateral Issues triggered a lot of answers leading to some new joint issues to be confirmed for the end of the year 2024.
Let us first start with the Kazakhstan – Morocco issue. A Kazakhstan stamp, in miniature sheets of 8 units, was released as early as September 30, 2024 with a topic related to the 30th anniversary of relationship depicting local Gastronomy (camel milk, kumis, dates), but above all with a stamp bearing the words “Joint issue Kazakhstan – Morocco”. Eventually, the Moroccan stamp was released on December 25, 2024, in sheetlet of 10 stamps. This issue can now be reported in the catalogue as a Concerted issue with the entry code [C20240930].
Similarly, the Egyptian counterpart for the Hungarian souvenir sheet issued on November 28, 2024, was discovered. We can therefore confirm that these two sheets from Egypt and Hungary form a joint issue that is described in the catalogue under the heading [T20241128]. The Egyptian souvenir sheet was issued at only 7,000 samples from which 700 were taken to prepare first day covers.
There is an interesting on-going discussion about a potential Italy – Peru joint issue related to the 150th anniversary of diplomatic relations between both countries. On August 28, 2024, Peru issued two stamps, so far without counterpart from Italy. In the 2025 Italian philatelic program, we discover now that Italy intends to issue stamps on January 30, 2025, celebrating the same event, but even claiming it should be joint. Italian Post just informed that there was a delay as they were not ready by the time of issue of the Peruvian stamps. As Peru issued their stamps unilateraly (without joint character claim), this announcement looks surprising. We have not seen the design of the Italian stamp and we will probably have to wait until January 30, 2025 to define the real characters of this stamp and decide afterwards how to consider them. There is one important point however to take in account: there should be no confusion between joint stamps and a joint event. So, decision to integrate these stamps in the catalogue, is still on hold.
The situation is clearer with the Peruvian – Dominican Republic issue. On November 13, 2024, Peru also issued stamps at the occasion of the 150th anniversary of the relationship between both countries. It appears that Dominican Republic issued a single stamp the same day, reproducing the buildings that are reproduced on the Peruvian stamps. In this case we are in presence of a real twin issue that will be described in the catalogue under entry number [T20241113]
In the meantime, a Mauritius – India mixed FDC became available. This item is based on an illustrated Mauritius first day cover celebrating the 200th anniversary of Maharishi Dayanand Saraswati (1824-2024), on which was added an India stamp with exactly the same design itself cancelled from December 12, 2024. By further inquiries about this document, Jaap Sarelse could confirm that this stamp release is not a joint issue. The design was made available by the Organization supporting the anniversary events, which any post office could use to issue a stamp. It happens that both countries used the logo alone to fill the space within the stamp which resulted to very similar items. Collectors created mixed FDCs only on the basis of the stamp similarities, but postal administrations never collaborated. Suriname issued also stamps at this occasion, using only the same portrait but not the full logo.
During this search activity, a new joint issue appeared that has been forgotten so far: Morocco and the United Arab Emirates celebrated historical relationship through identical stamps and souvenir sheets. These stamps were released on November 13, 2024. they represent symbols, flags of both countries, the “Hassan II” Mosque in Casablanca and the “Sheikh Zayed Grand Mosque” in Abu Dhabi.

By end of this year 2024, we have to come to the conclusion that some originally announced joint issues will probably remain unilateral, meaning that the partner country dropped from the collaboration. Here is the list:
India – Israel : 2024 (May 7) – Purim Festival -This stamp was originally scheduled to be released on February 13, 2024, but India was not ready to participate. The new date of May 7, 2024 was set, but the Indian stamp was still not available and information about the final decision from India is missing
China (PR) – Russia : 2024 (August 24) – Diplomatic relations – Panda. The issue was moved to August 24 from originally August 4, 2024, but no associated Chinese stamp was issued
Korea (South) – Uruguay : 2024 (September 10) – Uruguay issued two se-tenant stamps; [2px5] printed at 2,500 pairs, but no information is since available from South Korea
Kazakhstan – Morocco : 2024 (September 30) – Topic: 30th anniversary of relationship – Gastronomy. Despite the fact that the Kazakh stamp bears the words “Joint issue Kazakhstan – Morocco”, no information is available so far from the Moroccan side
Indonesia – Serbia : 2024 (November 4) – Topic: 70th anniversary of relationship – The Serbian stamp was issued, but no news from Indonesia
These stamps will remain in the catalogue with short description, with limited details and under the category ‘Unilateral – Not approved [N]’. THis is to avoid further questions in the future, but also as space-keeper in the case these issues transform into Delayed Concerted [C] issues during the year 2025.
An interesting story is linked to the expected Oman – Switzerland joint issue: On November 30, 2023, Oman and Switzerland were supposed to issue joint stamps celebrating the 50th anniversary of their diplomatic relationship. The Omani stamps were issued as expected, but Switzerland never made their stamps available, despite one existing copy in Oman Post Office archives, documented by the picture provided below and entitled “Celebrating 50 years of diplomatic ties between the Sultanate of Oman and the Swiss Confederation, we are pleased to announce the launch of the joint stamp. The stamp was launched under the patronage of Dr. Alain Berset, President of the Swiss Confederation, during his visit to the Sultanate of Oman.”(Information and pictures were provided by Tariq Al Lawati, Oman).
Through direct contact with the Swiss Post customer service, we received recently the following explanations : “I am pleased to inform you about the joint issue Switzerland-Oman. Unfortunately, the request from Oman for a joint issue arrived too late. Swiss Post nevertheless wished to support and pay tribute to this 50th anniversary of the diplomatic relationship. Therefore, Swiss Post has informed the Federal Department of Foreign Affairs (FDFA). A meeting with the Omani Embassy and Swiss Post regarding this matter has taken place, during which it was stated that an official stamp issue was no longer possible, but that we could offer a corporate stamp instead. The FDFA has expressly renounced any official issuing of the stamp.” Thanks to Ylenia Minesso, Swiss Post Customer Advisor, for this extensive answer. This issue will be reported in the catalogue, as mentioned above, with a short description and under the category unilateral.
A souvenir sheet from Iran appeared on the net. This item showing the Minsk City Gate and the Azadi Tower, dated 2023 (but issued August 22, 2024), includes the word “I.R. Iran – Belarus Joint Stamp”. No information is available from Belarus.
Two stamps from Laos, bearing the Laos and India flags were supposed also to introduce a joint issue, celebrating common cultural heritage. The Laos stamps and souvenir sheet were issued on August 15, 2024, but no information is available from the Indian side..
Peru released on August 29, 2024 a pair of stamp related to diplomatic links with Italy, and on November 13, 2024, a similar pair related to links with the Dominican Republic. No counterpart stamps have been seen so far from Italy or the Dominican Republic..
We are also waiting for the Egyptian counterpart of the Hungarian souvenir sheet (130×100 mm) issued on November 28, 2024 and clearly entitled “Hungary-Egypt Joint Stamp Issue”. Knowing the difficulty in obtaining information from Egypt, it may be possible that this souvenir sheet translates in a true joint issue. We still have to wait.
Same situation for the Serbian stamp, entitled “Serbia – Russia” and dedicated to Colonel Nicolay Raevsky, issued on November 18, 2024, without Russian counterpart so far. However Russian Post web site is usually up to date and we should have the information. This stamp may remain unilateral.
Any additional information or change to this list is welcome.
Since the publication of the original blog page related to the description of stamps linked to the 150th UPU anniversary (October 9, 2024) and the first update, as expected, additional stamps and countries have been discovered and are now described below. It seems this is still not the last update. This complementary list is divided on the basis of the same structure as the one provided earlier, in the first update:
Countries of Type A (Twin [T1], same date, same design), additional country: El Salvador (October 9, 2024).
2. New country of Type B (Concerted [C1], different dates, same design): Nepal (December 17).
The Dominican Republic stamp was issued October 26, 2024 and therefore has to be moved in this sub-category. Same for Lybia which stamps were issued on October 22, 2024 instead of October 9, 2024. In Iran, two stamps appeared also, printed in miniature sheets of 4 stamps but in fact made of an illustrated label with the UPU anniversary logos, attached to a stamp with text only. It seems that these stamps correspond to (privately) personalized stamps with limited printing runs (additional information is needed here). As belonging to this sub-group, these two stamps will be described in the catalogue in italics characters.
3. New countries of Type C (modified design – only logo [T2], [C2]): Ghana (), Italy (November 21), the Philippines ().
The exact date of issue for the Uzbekistan stamp is known now to be May 17, 2024. The United Nations stamps (Geneva, New York, and Vienna) had to be re-integrated in this category as the miniature sheets of 9 stamps [3×3] bear in the top margin the logo of the 150 UPU anniversary. These stamps were issued already on May 30, 2024.
Special miniature sheets including eight different countries have been produced and should be considered as se-tenant issues [S]. These stamps were printed with two different denominations, as perforated and non-perforated miniature sheets, at very low printing runs (100 units for each of the two perforated miniature sheets and 30 for the non-perforated ones). The countries involved in these items include Burundi, Central Africa, Djibouti, Guinea, Guinea-Bissau, Liberia, Sierra Leone and Togo (with stamp type B for this country). Due to the small printings runs, these miniature sheets must be considered as material to abuse collectors. They will be listed in the catalogue but in italics, just for information purpose. The printer of these countries also decided to create two postal cards per country with the same indicia (postal stationery) as pane stamps and souvenir sheet stamps, sold at very high prices, which must also be considered with the same status (abusive).
4. New country of Type D (different design, but same date [P1]): Honduras (October 9, 2024), 2 stamps
5. New country of Type E (different design, different date [N]): no new stamps
The UPU anniversary related stamp from the Netherlands is not an official Dutch post issue, but a personalized stamp, meaning it has to be filed as of private origin, in limited edition (information provided by Cesar Ittman, the Netherlands). The situation is similar for the Liechtenstein stamp, the second French stamp, Iran stamps, which are all to be considered as personalized or customized and/or private issues (all to be reported with italics characters in the catalogue).
We missed to report the China (PR) – France joint issue released on October 18, 2024 at the occasion of the 60th anniversary of their relationship . Stamps are identical and represent the Mont Saint-Michel (Saint Michael’s Mount) in France and the Mount Tai (Taishan) in China. The Chinese stamps were released in miniature sheets of 12 stamps 2x[3×4], while the French stamps became available in miniature sheets of 15 stamps 2x[3×5]. A mixed ‘pochette’ with all four stamps became available from the French postal administration, and as usual with China, mixed FDCs will probably be easy to find.
On November 14, 2024, Italy and the Vatican State celebrated the 25th anniversary of Venice Foundation for the Search for Peace through a twin issue. The identical stamps are reproducing the logo of the Foundation highlighted on an ancient map called “Perspective map of the city of Venice and the lagoons“, published by Benedetto Bordone in 1534. A large figure “25” and a dove, logo of the Foundation, complete the illustration. Italian stamps were printed in panes of 50, while Vatican stamps became available as miniature sheets of 10.
On November 29, 2024, a series of Arab states will issue a common stamp in solidarity with Gaza. So far, countries that have committed to participate include Algeria, Egypt, Iraq, Jordan, Libya, Morocco, Oman, Palestine and Qatar. This list is not complete. On October 7, 2024, Syria had already issued a stamp and a souvenir sheet with the common design. Stamps in panes of 50 units [5×10] were printed at 5,000 samples and souvenir sheets at 1,500 samples, among which 500 units of each were already used to prepare FDCs. The information was provided by Med Achour Ali Ahmed (Algeria).
Eventually, since beginning of the year, we still have to report missing counterparts of the following stamps that were initially announced as joint:
Israel, missing India: Purim Festival – This stamp was originally scheduled to be released on February 13, 2024, but India was not ready to participate. The new date of May 7, 2024 was set, date at which the Israel stamp was unilaterally put on sale, but the Indian stamp was not released and information is still missing since. There are great chances that this issue will remain unilateral.
Russia, released on August 24, 2024, missing China (PR): Russian stamp release moved to August 24 from originally August 4, 2024, but Chinese stamp were not issued yet. There are also great chances that this issue will remain unilateral.
Uruguay, released on September 10, 2024, a stamp related to the 60th anniversary of relationship with Korea (South). Uruguay made two se-tenant stamps available , printed in miniature sheets of ten pairs [2px5] (printed 2,500 pairs). No information from South Korea is available at this stage and this issue may remain unilateral as well.
On September 30, 2024, Kazakhstan and Morocco were supposed to release jointly a stamp at the occasion of the 30th anniversary of their relationship, illustrated with the topic Gastronomy. The Kazakh stamp became available on that date, but despite the fact that the it bears the words “Joint issue Kazakhstan – Morocco”, no information is available so far from the Moroccan side. We still have open that it could become a concerted issue.
Bosnia Herzegovina (Bosnia) and Indonesia were supposed to release stamps on October 4, 2024, at the occasion of the 25 years of the Istiklal Mosque in Sarajevo. The issue disappeared from the Bosnia Herzegovina philatelic program for 2024, while no information is available from Indonesia. This issue could be postponed to 2025.
On November 4, 2024, Serbia issued a stamp at the occasion of the 70th anniversary of relationship with Indonesia. We are missing any information from Indonesia on that topic. Actually we are missing a lot of information about the real program of Indonesia, and we have no idea which country will be really involved in a joint issue with this country.
The Belarus – Russia joint issue initially scheduled for November 15, 2024 is now postponed to December 6, 2024.
Any additional information is welcome. In absence of information regarding the issues already reported as potential unilateral series, these entries will be removed from the catalogue by end of the year. The catalogue pages have been updated with all these information.
Over the past couple of months, some friends and collectors did send new information related either to older issues, but interesting for completing the catalogue, or related to some new joint issues to be released before end of the year. Particular thanks to Enzo Cafaro (Italy), Wayne Chen (USA), Mario Moni (Italy) and Adam Paish (UK).
The Taiwan Palau issue from June 26, 2018 consisted in a souvenir sheet including two stamps showing sharks and turtle. Wayne Chen discovered a black print of the Taiwan item that has now been added in the catalogue as well (Volume 13).
The very large 150th UPU anniversary issue continues to grow in terms of announced participating countries. Even if the common date of issue will be October 9, 2024, some countries have already released their stamps, based on the model proposed by the UPU: Azerbaijan (February 1) – Georgia (June 1) . Among the other countries having confirmed their participation, we already can include Belarus – Belgium – Bosnia Herzegovina (Bosnia) – Central Africa – Croatia – Czech Republic – Djibouti – Germany – Greece – Guernsey – Guinea-Bissau – Hong Kong – Hungary – Latvia – Liberia – Lithuania – Moldova – Monaco – Portugal – Sierra Leone – Slovakia – Slovenia – Togo and Tunisia, but probably almost a hundred different countries could participate to this omnibus series. Here some first pictures.
The design of the Japan miniature sheet of 10 different stamps to become available on August 8, 2024, jointly with Turkey, has been released. As this issue celebrating the 100th anniversary of the diplomatic relations between both countries appears also in the Turkish philatelic program, it is expected that Turkey will maintain stamps at this occasion in their next issues even if design is not yet available. Actually, knowing the way Japan did handle joint issues in the past, it is not expected that Turkey will produce a similar souvenir sheet, but the country could simply pick one or two designs from this sheet to produce their stamps.
Next issue to come, the 2024 Euromed issue, topic Mediterranean sports, to be officially released on July 10, 2024. This issue is now confirmed for Bosnia Herzegovina (Serbia) – France – Portugal – Tunisia and Turkey, but probably another dozen of countries will join by that time.
Our friend Mario Moni (Italiy) inquired about some missing Italian Territorial Issues listed in catalogue Volume 2. Taking as an example the issue D19301204 (Volume 2, page 136), he pointed the absence of Aegean Islands, while this same postal administration is included in other described issues. Indeed, and after a carefull cheking, the Aegean Islands were missing in this series, but also in other series such as D19310507. The catalogue was updated of course. The same question was addressed regarding the 1925 Holy Year series (Italy issued stamps on December 24, 1924), but in this case the situation is a little bit more complicated.
In fact, the catalogue should be reshuffled by keeping only the true joint issues, but this is a huge work. It will not be easy to do and some collectors will not be happy with the decision of removing all territorial issues. For the time being, these issues will continue to be part of the catalogue, but still following the rules that had been defined in Volume I:
Normally, overprinted issues, i.e., colonial or territorial overprinted issues, are not joint issues, and not reported in the catalogue, except if the color of the territorial issue differs from the main country stamps
This is the case for the two Aegean series listed above (D19301204 and D19310507), but the 1924/1925 Holy Year stamps are simply overprinted Italian stamps with the same stamp colors. This is the reason why they are not reported in the catalogue
However, a note has been added in the catalogue and this series was filed as N19250601 (non-approved joint issue) with a limited description to avoid further questions on this specific topic
Probably, there are still some other Italian territorial issues that are missing in the catalogue. Do not hesitate to come back with some new suggestions. Here, illustrations of some of the new additions.
On June 6, 2024, Belarus and Russia celebrated the 225th birthday of Alexander S. Pushkin (1799-1837) with a stamp each. The stamps are different, hence this issue being considered as parallel [P20240606], and represent the Russian poet and some scenes of his main works (e.g., Eugene Onegin). Belarus issued 40,000 stamps in miniature sheets of 5, Russia produced 18,000 miniature sheets of 8 stamps, i.e., 144,000 stamps.
Four countries, Italy, San Marino, the Sovereign Military Order of Malta and the Vatican State, came together on June 15, 2024 to celebrate the 160th anniversary of the Italian Red Cross. All stamps are identical and became available as miniature sheets of 4 stamps printed at respectively 150,000, 40,000, 35,000 and 55,000 samples.
The designs of the stamps related to the 100th anniversary of the Johor-Singapore Causeway were presented as early as May 28, 2024, but were officially released on June 28, 2024. Malaysia and Singapore released each four stamps with the same designs. Malaysia produced strips of 4 se-tenant stamps in a miniature sheet of 5 strips. Singapore produced isolated stamps in 4 miniature sheets of 10 stamps each.
Vespa is an Italian brand of scooters and mopeds manufactured by Piaggio. The name means “wasp” in Italian. The Vespa has evolved from a single model motor scooter manufactured in 1946 by Piaggio & Co. S.p.A. of Pontedera, Italy to a full line of scooters and one of seven companies today owned by Piaggio.
In 2024, San Marino and Italy celebrate the 75th anniversary of the Vespa Club d’Italia (created 1949), the largest Italian association that promotes Vespa riding in its many forms : sporting, tourist, cultural, recreational. Both stamps, with different designs, were issued on April 20, 2024. In the San Marino stamp, the Vespa license plates refer to the day of issue, respectively “20.04” and “2024”. This is very unusual to discover the exact date of issue printed directly on the stamp. Italian stamps were issued in panes of 45, while San Marino issued a miniature sheet of 4 stamps (First information provided by Enzo Cafaro, Italy).
Several new information reached us during this month. Next to the two official twin issues released during the month of March (Hungary – Luxembourg March 12, 2023, and Angola – Cape Verde – Portugal March 28, 2024) and described in specific pages, one has to take account of the following news:
from Enzo Cafaro (Italy): several news about future issues involving Italy, e.g., on April 18, 2024 with San Marino (Vespa fan Club), on June 15, 2024, with San Marino, SMOM and Vatican (Red Cross 160th anniversary), and on January 25, 2025, with Slovenia (Gorizia and Nova Gorizia, European Capital of Culture). Regarding this last issue, the Italian stamp scheduled to be released on April 28, 2024, and related to the Fall of Gorizia wall, will not involve Slovenia and will remain unilateral. Also, in the 2024 philatelic program, a joint issue between Belarus and the Vatican is under preparation.
from Kenneth Sequeira (Singapore): Azerbaijan and Kyrgyzstan will issue joint stamps related to UNESCO Intangible Cultural Heritage, telling tradition of Nasreddin Hodja anecdotes. Exact date of issue is unknown, but the stamps should be released during Quarter IV, 2024.
From Jürgen Luebke (Germany): It seems that Greenland and the Faeroe Islands (may be also Denmark) will issue respectively on May 24 and on May 27, 2024, identical souvenir sheets created by Martin Mörck at the occasion of accession of Frederic X to the Danish thron. At least, in the official documents from the Faeroe Islands, this item is described as a joint issue. Information about the participation of Denmark is still awaited.
From Robert Schrijvers (Mongolia): Robert found the following official statement “Swiss development agency is cooperating with the Mongolian Post Company’s Mark Office to create a joint stamp within the framework of the 60th anniversary of Mongolian–Switzerland diplomatic relations. The joint stamp will be introduced to the public in May this year.” Joint issues involving Mongolia are very rare, so more information is needed at this stage, in particular from the Swiss side.
The first 2024 UPU 150th anniversary stamps with common design have been seen. Azerbaijan released a souvenir sheet including two stamps with the common design on February 1, 2024 (size 122×83 mm, printing run 4,000). This souvenir sheet is also available as non-perforated. The full series of stamps related to this issue will be described under [T20241009] as most of the stamps will be released around October 9, 2024.
The catalogue pages have been updated accordingly (Volume 1 and Volume 15).
At the occasion of the 40th anniversary of Villa Madama agreement between Italy and the Vatican State, both postal administrations issued on February 13, 2024 an identical stamp. This agreement, also known as the New Concordat, was a political agreement signed on 18 February 1984 with the aim of updating the contents of the Concordat signed, within the framework of the Lateran Pacts of 1929, between the Holy See and the Kingdom of Italy. The stamp represents the place where the agreement was signed (the Villa Madama), the signatures of the Vatican Secretary of State Agostino Casaroli (1914-1998) and of the Italian Prime Minister Bettino Craxi (1934-2000) and both coats of arms of involved states. Vatican issued stamps in sheetlets of 10 stamps [2×5] and official mixed first day covers became also available.
