Update October 2023

Alike in 2022 [B20221009], UPU proposed a common design at the occasion of the World Post Day and interested countries could adapt and join. These stamps were discovered accidentally, when the first stamps issued by Egypt and Sri Lanka were released on October 9, 2023. This year only a limited number of countries did participate, but the list is not complete yet and we are expecting discovering more of them. The design shows handshaking in violet and the size and structure of the stamp is similar as the one issued last year. The different adhering postal administrations could adapt the size and the language. This is not a true joint issue, but it will be described in the catalogue under the category Borrowed design [BD]. Other countries such as Malaysia, Pakistan, Thailand, issued also one or two stamps at the same date, related to the World Post Day, with different designs. Those stamps cannot be considered as joint as they are just commemorating a same event.

From Enzo Cafaro (Italy): The ‘Endurance’ stamp series involving British Antarctic Territory, Falkland Islands, South Georgia and South Sandwich Islands and described so far under March 27, 2023 [D20230327] has in fact never been released and was postponed recently a new time. The description of these stamps had to be removed from the catalogue and is now available in the waiting list at the end of the catalogue.

Jaap Sarelse (The Netherlands) discovered a series of three Singapore aerogrammes belonging to the 1992 ASEAN series. This country issued these postal stationeries on top of the stamps they released the same day. Up to now, those items were not described in the catalogue and the update will appear under the heading [P19920808], year 1992, Volume 6. Thanks Jaap, for providing this missing information.

New information related to the Euromed 2023 issue [P20230710]: Jordan issued a 6-stamp sheetlet on September 10, 2023. (Source Jeff Courtright, USA). On October 20, 2023, Albania issued the 2022 (!) Euromed stamp [P20220711] (Source Enzo Cafaro, Italy).

From Adam Paish, UK: there is an unusual Guernsey Post Office stamp issue scheduled for release on November 3, 2023, a souvenir sheet which contains two stamps, one inscribed ‘Guernsey’ and the other ‘Alderney’, depicting their respective courthouses. It celebrates the seventy-fifth anniversary of the 1948 Transfer Agreement which saw Guernsey take over responsibility for most of Alderney’s public services. Stamps inscribed Alderney or Guernsey are valid on mail from all the islands of the Bailiwick: Guernsey (incorporating Herm), Alderney and Sark. This item will be considered as a Territorial Se-tenant issue [SD].

The first image of the Thailand stamp/souvenir sheet from the Hungary – Thailand joint issue to be released on November 29, 2023 was presented. This issue will celebrate the 50th anniversary of the diplomatic relationship between both countries.

PAPU 2023

Our friend Med Achour Ali Ahmed (Algeria) was the first to report about this unexpected joint issue: The 41st ordinary session of the Board of Directors of the Pan African Postal Union (PAPU), a specialized agency of the African Union responsible for the coordination and development of postal services in Africa, took place between August 24 and 30, 2023 in Arusha, the Tanzanian city. This meeting was followed by the festivities linked to the inauguration by President Samia Suluhu Hassan of the new PAPU headquarters called “PAPU Tower” on September 2, 2023.
To mark the commissioning of this emblematic 17-story building, PAPU proposed the issue on this date of a common commemorative stamp “presenting the image of the PAPU tower, juxtaposed with an emblematic place, an artifact national or natural at the choice of each participating Member State”.
The Tanzanian Post was the first showing the design of its stamps and souvenir sheets that were issued on September 2, 2023. At the same time we learned about the first stamps issued by other countries including so far Algeria, Egypt, Morocco, Nigeria, Senegal and Zimbabwe. As the PAPU involves 45 countries, there are high expectations that other African countries will join over the following weeks. So, at this stage, we just confirm that this issue has to be considered as a Twin issue under the entry code T20230902. Additional countries will be reported later in the catalogue and for the time being we are just providing illustrations from the first identified products.

Euromed 2023

The yearly Euromed issue was released on July 10, 2023 with the common topic “Festivals”. So far, all participating countries have issued their stamps on this same date, with the exception of Tunisia which released its stamps on July 11, 2023. There are 13 countries participating, including Bosnia Herzegovina, Croatia, Cyprus, Egypt, France, Greece, Malta, Montenegro, Morocco, Portugal, Slovenia, Spain and Tunisia. Other potential countries, having participated to Euromed issues in the past years, could also include Albania, Algeria, Jordan, Lebanon, Palestine and Turkey, but no information is available from these countries at this stage.

The scope of festival is quite large and each country selected one specific topic including film, dance, theater, music or photography festivals, but also food, fireworks or even the very specific Moreska Sword Dance Festival.

Update June 2023

Jaap Sarelse (The Netherlands) informed us that the country Chad added stamps with the same design to the series of 2019 (October 9) stamps dedicated to Jerusalem – Al-Quds capital city of Palestine. Chad issued two stamps with denomination 150F and 400 F, but also a golden larger size stamp at denomination 1000F. These stamps were issued on November 30, 2022. 150F stamps were issued in sheets of 15 stamps, 400F stamps in sheets of 10 and golden stamps in miniature sheet of 4 stamps. All three stamps are available as imperforate and as postal stationery (postal cards). In the catalogue, only the three basic stamps are considered as real collectables, other products being just items to fool collectors. But everyone is free to add any product to his own collection.

The Sovereign Military Order of Malta (SMOM) was involved in the past weeks in two joint issues. The first one was issued on May 16, 2023, and involves the Vatican City. It celebrates the 825th anniversary of the dedication of the Cathedral Santa Maria Assunta in Spoleto. The second one was released on June 23, 2023, together with Slovakia and is dedicated to the humanitarian activities to welcome Ukrainian refugees. As SMOM is still not recognized by UPU, and as these two series are not involving a third country, these two joint issues are reported in the catalogue, but with heading Non-approved [N]. Again, collectors have to decide if they want to include these stamps in their collection. Catalogue are just there to indicate their existence.

By end of last year, regarding the philatelic year 2023, there was a high number of announcements of joint issues involving India. These issues should involve Israel (February, no news), Luxembourg (March 14, issued at the expected date), Hungary (2023), Vietnam (April 23, apparently stamps were printed, but only partly released in Vietnam and not seen yet in India), Mauritius (August 15), and South Korea (December 8). So this totaling up to 6 joint issues, but with only one released so far and all the others remaining questionable. Any help in getting information from India is highly welcome.

Don Birschel (USA) discovered this joint issue between Egypt and Kazakhstan, released June 4, 2023, and dedicated to the 850th birthday of Sultan Al Zahir Baybars (1223-1277). The common stamp represents a coin, a dinar minted during Baybars’ reign, bearing his blazon, the lion/panther. Kazakhstan issued a second stamp with the portrait of the ruler, in a diamond shaped miniature sheet including two se-tenant pairs.

The EuropaCEPT series issued on May 9, 2023 with common stamp “Peace” was completed with following countries: Kazakhstan (June 1, 2023), Georgia (June 16, 2023) and Isle of Man (July 5, 2023). The Isle of Man stamp with identical design is part of a series of 7 stamps celebrating the 50th anniversary of the Isle of Man postal administration. Only one stamp bears the PostEurop 30th anniversary logo, which is the one to be taken in account as part of this year series. The six other stamps show earlier stamps (stamps on stamp) among which some of them featuring Europa Cept and PostEurop stamps from years 1976, 1980, 1987, 1995, 2004 and 2023. The only stamp on stamp part of an earlier joint issue is the one representing the common design from 2023, together with three other stamps issued in 2023, probably the first example of a stamp on stamp issued the same day as the original stamp. Albania, Armenia and Azerbaijan remain on the waiting list and should be issued within the next months.

On June 18, 2023, Qatar and Georgia have released a joint (twin) issue at the occasion of the 30th anniversary of the establishment of diplomatic relations between both countries. The stamps feature landmarks (buildings, towers, sculptures) of the capital cities of Georgia (Tbilissi) and Qatar (Doha) (issue discovered by Enzo Cafaro, Italy). High quality image of the Qatar stamp is not yet available.

50 Years of Egyptian – Emirati Relations

Two flags, the figure “50” and a logo illustrate the common stamps of the Egypt – United Arab Emirates issue celebrating the 50 years of bilateral relations between both countries. These twin stamps were released on January 19, 2023 in form of souvenir sheets with a single stamp. We are still missing details such as printing runs and size, but it seems these items are quite large (estimated 100×80 mm for Egypt and about 80×56 mm for UAE) (Information provided by Kenneth Sequeira, Singapore and Don Birschel, USA).

This issue has of course been added in the catalogue Vol 15. Some collectors asked for getting some details about the information updated in each catalogue when replacing a previous edition, as it is not obvious to see in a quick way what really was modified or added. We will try to supply this information whenever relevant at the end of a post like this one to help improving this identification. Here is the first set of information related to the modified content appearing in Vol 15 V4.02:

  • The new Egypt Emirati joint issue described above [T20230119]
  • Confirmation of the existence of mixed FDCs for the 2022 Romania – SMOM issue [N20220916], the mixed crypto stamp FDC from Austria and the Netherlands [T20220922], as well as for the older Colombia – Indonesia issue from 2020 [T20200915] (all mixed items produced and provided by Jaap sarelse – The Netherlands)
  • Introduction of the new Ecuador souvenir sheet in the joint issue [T20220728]
  • Update of the list of new issues to be released during 2023, mainly involving Morocco and Slovakia

Algiers Summit 2022 (2)

The 2022 Arab Postal Union Algiers Summit took place on November 1 and 2, 2022 as announced. A stamp with a common design was supposed to be released by most of the participating members. Unfortunately, the information remains difficult to obtain. Most of the below was obtained from our friend Med Achour Ali Ahmed (Algeria), but the list still seems uncomplete.

So far, we had already reported about the following countries which had issued a stamp each: Egypt (August 3, 2022), Algeria (August 20, 2022), Oman (October, 2022), Djibouti (October 9, 2022) and Tunisia (October 25, 2022).

To this previous list, we can now add Iraq, Jordan, Palestine, Saudi Arabia, and United Arab Emirates, all of them having issued stamps on November 1, 2022.

These stamps represent 10 countries out of the 22 member states of the Arab League. So, another 12 potential participants could still participate or even may already have issued stamps. These include: Bahrain, Comoros, Kuwait, Lebanon, Libya, Mauritania, Morocco, Qatar, Somalia, Sudan, Syria, and Yemen. Story to be followed …

Algiers Summit 2022

Our friend Med Achour Ali Ahmed (Algeria), continues providing information about the new 2022 Arab Postal Union stamps and the Algiers Summit that is supposed to take place on November 1 and 2, 2022. A stamp with a common design is to be released by most of the participating members.

Egypt, and Algeria have already issued their stamps, respectively on August 3, 2022 and August 20, 2022. Now we can report about the release of Oman‘s stamp (October, 2022), and the Republic of Djibouti. Unfortunately, this later is not following production rules that would fit with collectors’ wishes and the country is strictly limiting the number of items at the same time providing several subtypes of non-useful material. Djibouti produced 400 (!!) numbered souvenir sheets with 1 stamp and 400 other souvenir sheets with 4 different stamps among which one common stamp, but also the same in non-perforated (50 units). 20 perforated and 5 non-perforated units (souvenir sheets) have been produced as official FDCs dated October 9, 2022. A postal stationery has also been released. With that small printing run, it is clear that these products have been made to be sold at very high prices only to collectors and should not have the status of collectibles.

In the mean time, the Tunisia stamp was released on October 25, 2022. Most of the other countries are expected to release their stamps on November 1, 2022. The Arab League consists of 22 member states.

World Post Day 2022 (2)

October 9, 2022, day at which the UPU organized a common issue at the occasion of the World Post Day, was a Sunday. This is not the best day for launching a stamp and we preferred waiting a few days to collect a maximum of information around this issue in order to include also stamps that were released after this official date. We were not disappointed and we received a lot of additional information from our friends Kenneth Sequeira (Dubai), Ali Ahmed Med Achour (Algeria), Don Birschel (USA), Enzo Cafaro (Italy), Kenneth Sequeira (Singapore) and others. Thanks to all of them.

So far (the list is probably not complete), the countries having issued stamps with the UPU design include the followings: Belarus, Bosnia Herzegovina, Cambodia, Croatia, Egypt, Fiji (September 22, release date, but official FDC dated October 9), Russia (October 7), Serbia (October 7), Sri Lanka, , Syria (1 stamp, 1 souvenir sheet), Thailand, Tunisia, Turkey. All these countries have issued one single stamp at the date of October 9, 2022, except otherwise stated.

Algeria (October 9, 2022) participated as well but adapted the design.

Arab Postal Union unified issue

Our friend, Med Achour Ali Ahmed (Algeria), provided updated information about the new 2022 Arab Postal Union stamps. APU members have adopted the design proposed by Algeria for a unified issue. All countries have been given the freedom to issue their own stamp between August 3, 2022, corresponding to the annual Arab Post day and November 2, 2022, date of the closing of the Arab League Summit. We know that next to Egypt, stamp already issued on August 3, 2022, and Algeria, stamp issued on August 20, 2022, National Day of Moudjahid, Palestine and Tunisia have confirmed their participation. It is highly probable that most of the participating countries will issue their stamp during the Arab League Summit, scheduled November 1 and 2, 2022. At this stage, we need to wait probably until November before we can define the exact entry name in the catalogue of this issue. Any additional information from other Arab postal administrations is welcome.

Euromed stamps 2022 now available

Don Birschel (USA) collected all information relative to the Euromed 2022 stamps, topic submarine archeology, which started to appear at different countries’ post offices since July 8, 2022. The collection is not complete yet, but he was able to provide most of the illustrations of the following countries:

Croatia (July 11 – 1 stamp, issued 30,000; ancient city of Pula-Pola, amphitheater) – Cyprus (July 11 – 1 stamp) – France (July 8 – 1 stamp, [5×3], 495,000; West Giraglia 2, submarine excavations, Cap Corse) – Greece (July 11 – 2 se-tenant stamps and souvenir sheet with 2 pairs of stamps, as well as a booklet with two pairs; [2px4], [1px2] and [2px1]) – Malta (July 11 – 2 stamps, 100,000 and 30,000; Citadella Victoria, Gozo and Phoenician shipwreck site, Xiendi Bay, Gozo) – Montenegro (July 12 – 1 stamp printed 40,000, in miniature sheet of 8 stamps [3×3] with central label; coin of King Ballaios (2nd century BC) – Morocco (July 11 – 1 stamp; view of Titwan) – Portugal (July 11 – 2 stamps; 2x[5×4], 2×75,000) – Slovenia (July 11 – 1 stamp, ancient city of Ajdovscina; [5×5]) – Spain (July 11 – 1 stamp; [4×4]; 134,000) – Tunisia (July 11 – 2 stamps; [5×4] and [4×5]; child paintings of Tastur and Takruma) – Turkey (July 9).

Although normally issued at time of printing this page, we are still missing detailed information from Cyprus , Morocco, Spain and Turkey. We know that Bosnia Herzegovina will issue its stamp only on November 15, 2022. Eventually, compared to previous years, we could also expect participation from the following countries: Albania, Egypt, Jordan, Lebanon, and Palestine.

On top of this, the Albania Euromed 2021 stamps were issued on May 11, 2022. (block of four, issued 4,000, [b4x2]). Albania Euromed 2022 may become available only in 2023.

Armenia – Egypt missed JI?

Both Don Birschel (USA) and Kenneth Sequeira (Singapore) provided the same information about a potential joint issue that was released a couple of months ago by Armenia and Egypt, but two weeks apart. Stamps are celebrating the 30th anniversary of relationship. Armenia issued its stamp on April 12, 2022 while Egypt released its stamp on March 22, 2022.

The design is different but features the same items: pyramids, Cheops sphinx and the statue “Mother of Armenia”. They also bear almost the same text relative to the anniversary of relationship establishment. For these reasons, we can deduce that both postal administrations communicated to create this pair of stamps. Even if the dates of issue eventually differed slightly and the design is not quite the same, we have to consider these stamps as joint, more precisely as Concerted [C] with the sub-type C3 (see Catalogue Vol 1 page 14 for detailed explanations). Catalogue Volume 15 will be updated accordingly with a new entry numbered [C20220322]. Thanks Don and Kenneth for this discovery.

Failed opportunities

The programme of new stamps from Belarus included a potential joint issue with China and another with Vietnam, both expected to be released during the month of January at the occasion of the 30th anniversary of diplomatic relationships. The Belarus stamps were issued respectively on January 12, 2022 and January 24, 2022, but there is absolutely no news from either China PR nor Vietnam for event-associated stamps. There are great chances that these issues will remain unilateral and that the entries will have to be removed from the list described in the catalogue (Vol 15). At least, here are the pictures of the Belarus stamps.

An other opportunity was mentioned by Cesar Ittman (The Netherlands). During the year 2022, France celebrates the 200th anniversary of the death of the famous author Moliere. France issued a first stamp on January 17, 2022, at the same time as Monaco, while Czech Republic issued a stamp on January 20, 2022. There is absolutely no claim from one of these countries for a joint issue. These are just stamps issued at the occasion of an anniversary and it would not be surprising to see much more other stamps released to honor Moliere during this year without any joint character.

The first true joint issue to be released this year is scheduled for February 14, 2022, not earlier. This is quite late compared to previous years.

Don Birschel (USA) explored older issues and asked about the relevance of some 2006 China-Africa Forum stamps as joint. Indeed, some of these stamps show the same design, but this is a logo and none of the countries have claimed a joint issue character. So again, this is an exemple of a non-approved joint issue. Here are the pictures of the stamps from countries that celebrated this event: Algeria (November 6, 2006), China (November 3), Egypt (November 5), Eritrea (November 3) and Ivory Coast (November 28).
