Arab Post Day update and more to come

Both previous blog pages triggered attention from collectors and resulted in additional information that help complete the catalogue:

Regarding the Arab Postal Day issue [T20250803], two additional countries have to be added to the already reported list (Algeria, Iraq, Tunisia, and the United Arab Emirates) namely, Egypt and Oman which issued their stamps respectively on August 3, 2025 and August 10, 2025 (Information provided by Mohamed Achour Ali Ahmed, Algeria and Ali Allawati, Oman).

The 80th Arab League anniversary issue from March 22, 2025 [T20250322] was also completed by two stamps issued in miniature sheets of 3 pairs from the United Arab Emirates. These stamps were issued on August 18, 2025 (Information provided by Kenneth Sequeira, Singapore).

The previous blog page was also missing the image of the Russian stamp jointly issued with North Korea on August 15, 2025. Illustration was provided by Kenneth Sequeira, Singapore, confirming the twin character.

I also made a comment earlier that embroided stamps are never used postally. Henri Aronis (France) provided a proof that this can happen with a Swiss stamp (year 2000), although not part of a joint issue. As expected, the thickness of the ‘stamp’ makes cancellation illegible. This cover was sent from Switzerland to Niger. Thanks Henri.

Jaap Sarelse (the Netherlands) reacted on the comments provided earlier about the July 5, 2025 Cape Verde – Portugal joint issue and at the same time provided information about Angola, a third country joining this issue, with the following:

“The text suggests that it is a joint issue in which only Cape Verde and Portugal are involved. However, Angola is also involved with an identical stamp. Not to commemorate Angolan independence, but purely focused on the independence of Cape Verde. Some evidence:

  • In the leaflet of the Portuguese Post (6 pages) the text on page 5, 7th and 8th line from the bottom reads: ‘To help consolidate the historic memory of the founding of the Republic of Cabo Verde, a joint stamp issue is being released by Angola, Cabo Verde and Portugal’.
  • On page 5, one can find the stamps of Angola on the top row. Cabo Verde is also mentioned on this stamp at the bottom right.
  • Finally, only Cabo Verde is mentioned in the logo on page 1. I suspect that in the context of ’50 anos Independência Nacional’ Angola will get its own joint issue and that the name Angola will then adorn below the stars in the logo“

Additional information relative to issues to come include the following:

  • The Oman – Russia originally scheduled for April 22, 2025, is now postponed to September 26, 2025 (Oman source) or October 15, 2025 (Russian source), not clear at this stage. It will show maps and honour Omani explorer Ahmed bin Majid and the Russian traveler Afanasy Nikitin
  • Kenneth Sequeira reported also two modifications in the Russian philatelic programme for 2025: a) the RCC stamps will be issued on August 23, 2025, but over the past years these stamps involving all CIS countries were not anymore considered as joint and there is no hint that this will change this year; b) the anniversary of the liberation of Korea will be celebrated by overprinting the August 15, 2025 joint issue with North Korea. These stamps will be issued on September 2, 2025
  • On October 7, 2025, the France – Japan is also confirmed. Japan stamp designs became available (information provided by Dominique Josse, France)

  • On August 15, 2025, Argentina issued a stamp to celebrate 60 years of immigration from Korea. No stamps related to the same topic was seen so far in the South Korea philatelic program. This issue may remain unilateral (information provided by Enzo Cafaro, Italy)

  • Our friend Luis Alejandro Malanco Reyes (Mexico) is working on a Mexican stamp catalogue (which of course includes also joint issues involving Mexico) and brought on line the first part of his work (years 2001-2025) with free access: Catálogo Filatélico México . Congratulations Luis and keep doing the good job.

Finally, some information about the next joint crypto-stamps issue (not recommanded to include in the joint issue collection as explained earlier): This will be the fourth crypto joint issue after the 2022 Austria-Netherlands (Ox), 2023 Austria-Luxembourg-Netherlands (Lion) and 2024 Austria-Belgium-Luxembourg-Netherlands (dragon) issues. The theme for this fourth issue is the Greek world of the gods. Five countries will participate and they made the following choice: Portugal – Poseidon, Austria – Zeus and Hera (2 stamps), Belgium – Athena, Luxembourg – Artemis and the Netherlands – Hermes.

Jaap Sarelse has succesfully created joint stamp covers with the previous crypto stamps and will try again this year with the six stamps. He provided the picture of the copy from year 2024. Such documents are close to unique.

Independence, kingdom and doves

New information about joint stamp issues was gathered over the past weeks:

Sudan is a country to be added to the joint issue already involving Algeria, Egypt and Tunesia, celebrating the 80th anniversary of the Arab League (1945-2025) and that is described under [T20250522]. The exact date of issue of the Sudanese stamp is unknown, but probably the same as for the other countries, namely May 22, 2025 (information provided by Kenneth Sequeira, Singapore).

Same additional information regarding the AICEP issue from May 13, 2025: Guinea-Bissau is also a country to be added to Angola, Brazil, Cape Verde, Macau and Portugal that have issued identical stamps at the same date. Guinea-Bissau issued one stamp in miniature sheets of 8 stamps [3×3] with central label and a souvenir sheet with a single stamp. We are still waiting for information about stamps from Mozambique, Sao Tome Principe and Timor.

On May 23, 2025, the 1100th anniversary of the Kingdom of Croatia and the coronation of King Tomislav was celebrated by the issue of identical stamps involving Bosnia Herzegovina (Mostar) and Croatia. This twin issue shows a bas-relief of the King Tomislav holding a scepter. BH Mostar issued the stamps in miniature sheets of 8 units ([3×3] including a central label) at only 5,000 samples, while Croatia issued 50,000 stamps in panes of 25 stamps and 5 labels [5×6].

The Dove of Peace project is progressing. Around September 20, 2025, ten to twelve European countries will issue an identical embroidered stamp with an equivalent denomination of about 10 Euros. Confirmation of participation is reported from Aland, Liechtenstein, Luxembourg, Faroe Islands and Greenland. These countries are all part of the SEPAC (Small European Postal Administration Cooperation – https://www.sepacstamps.eu/) which every year since 2007, issues by end of the Summer, a series of stamps with a common topic. If this embroided stamp corresponds to the 2025 SEPAC issue, this will be the first time that the SEPAC countries agree on a twin issue. Other countries including Gibraltar, Iceland, Isle of Man, Jersey, Malta, Monaco or Vatican City could in this case also participate. Over the past year, there was always at least one country not participating, so there is no guarantee that all twelve countries will be involved. However, Austria and Armenia have also already announced their participation, so, in the best case it could become an extended SEPAC issue (without mention of the SEPAC word on the stamp). We also have to wait to complete the information about this new series (information provided by Jaap Sarelse, the Netherlands).

The 50 years of independence of Cape Verde was celebrated commonly with Portugal on July 5, 2025, with the issue of two identical stamps. Only limited information is available so far from Cape Verde. The 50th anniversary of the independence of Angola will be celebrated on November 11, 2025 which could also result in an Angola – Portugal joint issue on that day.

AICEP, UPU and dolls

Upon a proposal from Portugal, the five lusophone countries Angola, Brazil, Cape Verde, Macau and Portugal came together to celebrate with a twin issue the 35th anniversary of AICEP (Associação Internacional das Communicaçóes de Expressão Portuguesa – International Association of Portuguese Expression Communications). Stamps with the same design were all released on May 13, 2025, during the XXXII AICEP forum.

This AICEP anniversary issue could include the other countries members of the association, namely Guinea Bissau, Mozambique, Sao Tome and Principe and Timor, but so far no information is available from these countries (images provided by Enzo Cafaro, Italy and Kenneth Sequeira, Singapore – Image from Angola is still missing, although participation is confirmed).

In the previous blog page, we described souvenir sheets released on April 25, 2025 by Belarus and Russia to commemorate the 80th anniversary of the victory of the Soviet people in the Great Patriotic War (1941-1945). Kenneth Sequeira, Singapore, reported stamps issued by Kazakhstan and Mongolia at the same occasion. The Kazakhstan souvenir sheet including a round stamp was issued also at the same date of April 25, 2025 and must be added to the previous countries. This souvenir sheet, printed only at 2,500 samples, became also available with a “PCC/RSS” overprint (Regional Commonwealth in the Field of Communication) within the stamp, not related to this joint issue. Mongolia produced a completely different stamp in sheetlets of 4 [2×2] released on April 30, 2025. It is not clear if this fourth country participated to a joint effort with the three other countries, and for the time being these stamps will only be described as a footnote in the same entry.

Enzo Cafaro, Italy, was able to provide the preliminary sketches of the joint issue between the Russian Federation and the Dominican Republic planned for July 17, 2025. The final design may still change slightly but illustrations show that it will be almost identical for both countries.

Some surprising self-named joint issues appeared over the past months. The first one is related to the 90th anniversary of the relationship between Egypt and Switzerland. Egypt issued a stamp, but nothing was produced on the Swiss side. This Egyptian stamp will definitely remain an unilateral issue.

Also, Cambodia and Cyprus revealed by mid May (19 or 20) a so-called joint issue commemorating the 25th anniversary of their relationship. This information appeared on a UPU Facebook blog page (confirming a kind of postal commemoration), but the design that is shown looks like a stamp only through the perforations: there is no identified single country mentionned on the stamp, nor a denomination. As additional information from both countries is missing, it may be possible that this picture is just the symbolic design of the anniversary framed with perforations, and not a stamp, or at least not the final design. More information is needed here.

Ali Allawati, Oman, provided information from his country: next to the recently issued joint issue between Oman and Singapore reported under T20250221, Ali describes first an Iran-Oman issue (see illustration below), announced on May 27, 2025, issued in honour of the official Visit of His Excellency Dr. Masoud Pezeshkian, President of the Islamic Republic of Iran, to the Sultanate of Oman. The Oman stamp is not yet available for purchase, and information is missing from the Iranian side.

On April 22, 2025, Oman Post had also annnounced the issuance of a joint stamp celebrating the enduring relations between the Russian Federation and Oman, coinciding with the state visit of His Majesty Sultan Haitham bin Tarik to Russia. At this stage this is the only information available.

To the already very large October 9, 2024 UPU joint issue, one has also to add Aruba as a new country, which released a souvenir sheet containing a triangular shaped stamp, showing the UPU 150th anniversary logo in the margin. The souvenir sheet was issued on October 9, 2024, but was discovered only recently.

For those interested in the 2025 Europa stamps, this is the status of the issuing programme. The stamps with common topic National archeological discoveries (which topic was postponed to 2025 from originally 2024), were issued with a date centered around May 9, 2025. This year, these stamps are not considered as joint and will be reported under a simple list entitled [N20250509]. Eventually, we learned also that a new crypto-stamp joint issue involving Austria, Belgium, Luxembourg, the Netherlands and Portugal. Details will be known during the summer.

Latest News September – October 2024 (1)

Recently, several twin issues were released, but information was difficult to collect, in particular regarding countries such as Cape Verde, Brunei or Kyrgyzstan, which led to the delay of publishing details. Information is still not complete and any complement is welcome.

On September 12, 2024, Portugal and Cape Verde celebrated the centenary of the African (Guinea Bissau and Cape Verde) anticolonial activist and writer Amílcar Lopes Cabral (born on September 12, 1924, assassinated on January 20, 1973). The stamps show two portraits of the politician. Portugal issued 70,000 stamps from each type in panes of 50. Except the recent confirmation of the same design, details about the Cape Verde stamps are missing. There is also no information available about any issue at the same date of a commemorative stamp from Guinea Bissau.

The Brunei – Singapore joint issue from September 17, 2024 was discovered by Don Birschel (USA). The identical stamps show plants, on one side Ficus elastica and on the other, Dendrobium Hassanal Saleha. The orchid is named after the Brunei Sultan and Queen during the Sultan’s State Visit to Singapore in 2022 and the Ficus was planted by Singapore President Tharman on his State Visit to Brunei Darussalam in 2024. While Brunei stamps details are still missing, Singapore products include stamps produced as miniature sheets of 10 units as well as a souvenir sheet including these same stamps. Mixed FDCs became also available.

Carnation Revolution

The Carnation Revolution, called in Portuguese Revolução dos Cravos, also known as the 25 April (Portuguese: 25 de Abril), was a military coup by left-leaning military officers that overthrew the authoritarian Estado Novo government on April 25, 1974 in Lisbon. It marked the beginning of a democratic life in Portugal and at the same time did put an end to the Portuguese colonial war.

To commemorate the 50th anniversary of this important day, Portugal, associated to Angola and Cape Verde, released a joint issue on March 28, 2024, representing the symbol of this peaceful revolution, a carnation flower, and obviously entitled “25 ABRIL”. Each country issued two identical stamps. The Portuguese postal administration offers also a folder containing the 6 joint stamps, mint, a dedicated Portuguese miniature sheet with 6 different stamps, the two Portuguese stamps and the souvenir sheet, mint, issued at the occasion of the 40th anniversary in 2014 (price € 15.00).

Update February 2024

Several new information have been reported over the month of February 2024, some of them even contradicting previously announced issues:

The first and most intriguing is related to the India – Israel joint issue initially scheduled for issue on February 13, 2024. From Uri Barlev (Israel), we learned that everything was prepared by Israel Post Philatelic Service, including printing and cancelling FDCs for release on that date. For some mysterious reason, there was a dispute between Israel and India postal services concerning the date of issue. India Post announced that the issue date would be in the third week of March. Hence, Israel Post withdrew the issue and recalled all distributed material. The Israeli material will be distributed on a new issue date, apparently May 7, 2024, and it is not clear yet if new FDCs will be prepared or the precancelled February ones will be used. No additional information is available from the Indian side.

The April 25th 1974 event was the overthrow of the Estado Novo government in Portugal.  It led to the independence of Angola, Cape Verde, Guinea-Bissau, Mozambique and Sao Tome and Principe.  All those countries could have been part of the joint issue announced by Portugal. Very recently, it was confirmed that only Angola and Cape Verde will join Portugal in this new issue scheduled for April 2024. Exact date is not known yet, but it could indeed be the anniversary date of April 25, 2024.

Stefan Kepic, Slovakia discovered an additional 2022 October 9 World Post Day stamp with identical design issued by Guatemala on February 28, 2023 in miniature sheets of 10 stamps (now reported under [T20221009]).

Ehsan Mehmood (Pakistan) reported information about products linking Belarus and Pakistan celebrating the 30th anniversary of their relationship. Pakistan issued a stamp on February 3, 2024 while Belarus issued a postal stationery (cover) on March 1, 2024 with first day cancellation on March 4, 2024. Designs are different and there is no hint from both postal administrations that these products have been created jointly. Therefore and unfortunately we cannot recognize them as joint.

During the year 2023, PostEurop celebrated its 30th anniversary. Some countries had issued during the year stamps using an identical logo provided by PostEurop. Information was collected about such issues but we had to come to the conclusion that the countries having celebrated with stamps this anniversary have not done it in a coordinated way and therefore all these stamps cannot be considered as joint. For those still interested in these stamps, here is a list of countries having participated during the year 2023: Azerbaijan (July 10), Bulgaria (September 12), the Faroe Islands (October 23, logo on a stamp showing waterlilies), Kazakhstan (November 20), Moldova (May 20) and Serbia (September 5). The Isle of Man (July 5) added this logo on a their 2023 Europa stamp, while Poland (December 1) and Romania (August 31) have both issued a postal stationary. This list may not be complete and any additional information is welcome.

Lubrapex 2012 now complete

Incredible discovery from Wenchao Chen (PR China) who could provide the first images of the Timor Leste stamps issued in the frame of the AICEP Lubrapex 2012 writers series. The stamps from this series were issued in 2012 but the existence of some participating countries such as Guinea Bissau, Sao Tome and Principe or Mozambique was confirmed only years after. Now, in 2023, meaning 11 years later, we can confirm the completeness of the series reported in the catalogue under [P20121009], including also Angola, Cape Verde and Macau. Of course, the exact date of issue of the Timor Leste remains so far unknown but we can confirm that the stamps were issued in sheets of 50 units in the same style as the other stamps of the series and bears the words “Lubrapex 2012”.

The new stamp represents Francisco Borja da Costa (October 14, 1946 – December 8, 1975), an East Timorese poet and the writer of “Pátria”, the national anthem of East Timor. He was executed by Indonesian forces the day after the beginning of the Indonesian invasion of East Timor.
